EXPERIENCE & QUALIFICATIONS
John Dueñas has over 30 years of professional Civil Engineering consulting experience involving projects on Guam, the Northern Marianas and the various Island Nations of Micronesia for island governments, Federal and Military agencies and private developers. He has a graduate degree in Civil Engineering from the University of Dayton, Ohio, with a specialization in Sanitary and Hydraulic Engineering. He is currently the President and the Principal Engineer of Dueñas, Camacho & Associates, Incorporated, the largest of Guam’s consulting firms and is a Registered Professional Civil Engineer in the Territory of Guam and the Commonwealth of the Northern Mariana Islands.
As a “working Principal”, Mr. Dueñas personally takes charge of the preparation of designs, specifications and cost estimates for all civil works projects undertaken by the firm. Mr. Dueñas directed the infrastructure master planning for the Guam Islandwide Wastewater Facilities project, the design of the civil site improvements for the Camp Watkins Water and Wastewater Infrastructure Improvements, Tamuning and Tumon Bay Infrastructure Studies, the Guam International Airport Authority (GIAA) Industrial Park and several waterline projects in Saipan and Rota, CNMI. He was Principal In Charge of the wastewater facilities planning effort for both the Commonwealth Utilities Corporation of the CNMI and the Public Utility Agency of Guam, Government of Guam.
Prior to commencing his career in professional engineering consultation, John Dueñas was the Chief of Engineering for the Department of Public Works, Government of Guam (1973 to 1976) where he had direct responsibility for the overall management and administration of the planning, design and construction of public facilities and infrastructure, as well as, the management and operation of the Division of Hydraulics, Division of Rights-of-Way, Division of Highway Planning, Office of Highway Safety and the Division of Building Permits and Subdivision Control.
John Dueñas brings 5 years of Government of Guam supervisory engineering and management experience and over 22 years of private sector professional engineering and engineering management experiences to this project.
Mr. Dueñas was a member of the Guam Planning Council, a Government of Guam Clearinghouse for all components of the Guam’s overall comprehensive development planning mandate, including all utility master/facilities plans, the comprehensive highway master plan, airport and port master plans, etc. He is currently a member of the Guam Society of Professional Engineers (GSPE) and Chairman of the Engineering Advisory Council of the GSPE. He is also a member of the Rotary Club of Tumon Bay.
